EUROPE keys work for accounts in Europe, US / NA keys in the United States (often also Canada), UK keys in the United Kingdom, and ROW (rest of world) keys only outside Europe, the US and the UK. Dragon Ball FighterZ - FighterZ Pass 3 is offered as Steam. After payment the code arrives by e-mail or in your store account. Activate Steam keys in the Steam client via Add a Game → Activate a Product on Steam, Xbox and PlayStation codes in their stores and Ubisoft Connect keys in the Ubisoft app. The exact steps are in the product description.
